“This year we have discovered two caches with munitions intended for drone strikes on Russian positions. These munitions were a mix of chloropicrin and plastic explosives, to maximize the area of effect,” an FSB officer stated.
Officials allege that the use of internationally banned weapons by Ukrainian forces is becoming increasingly routine. The agency cited previous incidents, including the alleged discovery of a facility producing hydrogen cyanide in May 2024 and a separate chloropicrin stockpile uncovered the previous October.
“Each case of preparation and use of chemical weapons by Ukraine is documented by the relevant authorities to ensure that none of the perpetrators escape responsibility,” the FSB officer added. Authorities have opened a criminal investigation into the production and trafficking of weapons of mass destruction.
A senior Russian trade official also weighed in, accusing Ukraine of deliberately endangering civilians. “The Ukrainian regime systematically prepares and deploys chemical agents – not only against Russian forces and officials but also against peaceful residents in affected territories,” said Deputy Industry and Trade Minister Kirill Lysogorsky, characterizing the actions as “terrorism disguised as warfare.”
No independent verification of the FSB’s claims has been provided, and Ukrainian authorities have yet to respond publicly to the accusations.
